The “15-minute city,” known in English-speaking countries as the “15-minute city,” is an urban planning model that aims to make the most important functions of daily life accessible to all residents within a radius that can be covered on foot or by bicycle in about fifteen minutes. These basic functions include housing, work, access to daily necessities, education, healthcare, leisure and recreation, and social participation. The concept is not a rigid planning model with fixed metrics, but rather a normative guiding principle intended to set priorities in urban development.

The term was significantly shaped by the Franco-Colombian urban planner Carlos Moreno, who further developed and popularized the concept in the context of Paris’s urban development. Moreno describes six basic social functions that a city should offer its residents within close proximity: living, working, provisioning, care, learning, and recreation. These functions should no longer be separated by long commutes but should overlap spatially and complement one another. The concept builds on older urban planning traditions that view mixed-use development and short distances as hallmarks of quality urban life.

For the “15-Minute City” in Germany, it is crucial to recognize that the concept cannot simply be adopted from the Parisian context. Paris is one of the most densely populated major cities in Europe, with a historically evolved block structure and a very dense network of amenities. German cities, on the other hand, are for the most part shaped by wartime destruction, reconstruction, suburbanization, and functional segregation. The model must therefore be translated, adapted, and critically evaluated in the German context.

Historical Precursors and Theoretical Roots in Urban Planning

The principle of short distances is by no means new in urban planning theory. As early as the Garden City movement, initiated by Ebenezer Howard in England at the end of the 19th century, an urban structure was advocated in which living, working, and recreation are located in close proximity to one another and connected by green spaces. Howard’s model aimed to overcome the separation between city and countryside and to create settlements of a humanly manageable size. Although the garden city ultimately often degenerated into a suburban form of housing without genuine workplaces, the basic principle already contained the core of what is discussed today as the “15-minute city.”

In postwar modernism, however, the opposite approach prevailed. The Charter of Athens, the guiding document of modern urban planning associated with Le Corbusier and the CIAM, advocated the functional separation of the city into residential, work, recreational, and transportation zones. This zoning was institutionalized in the Federal Republic of Germany through land-use law, which, in the Land-Use Ordinance (BauNVO), still forms the basis for the designation of land-use categories in zoning plans. Purely residential areas, commercial areas, and industrial areas were spatially separated, which structurally enforced long distances and dependence on cars.

Criticism of this functional segregation began as early as the 1960s. In her influential work *The Death and Life of Great American Cities*, Jane Jacobs formulated a counter-thesis: vibrant cities arise from mixed-use development, short city blocks, buildings of varying ages, and high population density. These ideas gained increasing traction in European urban planning starting in the 1980s and led to concepts such as the European city, the compact city, and ultimately the idea of the 15-minute city. The concept is thus less a revolution than a consolidation and updating of a long-standing discourse on the appropriate scale of urban life.

Mixed-use, density, and mobility: The three pillars of the concept

The 15-minute city rests on three closely interlinked pillars: mixed-use development, appropriate density, and a mobility system that prioritizes active transportation. Mixed-use means that living, working, shopping, education, and leisure do not take place in separate zones, but rather in close proximity—and ideally within the same neighborhood or even the same building. Under German planning law, this mix is already provided for in certain area types defined by the BauNVO, such as mixed-use areas (MI) and urban areas (MU), which were introduced with the 2017 amendment to the BauNVO. The urban area allows for a particularly intensive mix of uses and higher noise levels, making it the planning tool of choice for 15-minute neighborhoods.

Density is a necessary but not sufficient condition. Only once a certain population density is reached can sufficient demand be sustained for local retail services, educational institutions, and cultural offerings within walking distance. Too low a density makes local retail services economically unviable and forces reliance on cars. Conversely, excessive density without sufficient open spaces, green areas, and social infrastructure leads to overcrowding and a decline in quality of life. The “15-minute city” therefore seeks a balance between compact development and sufficient public space, a concept often described in the literature as “dense diversity.”

The mobility system is the third key factor. The 15-minute benchmark is realistic only if sidewalks and bike paths are safe, attractive, and direct. In many German cities, pedestrians and cyclists are structurally disadvantaged: intersections are designed for car traffic, sidewalks are blocked by parked cars, and bike paths end abruptly or are of poor quality. Implementing the “15-minute city” therefore requires a systematic redesign of the street environment to prioritize active mobility—a concept discussed in Germany under the term “Verkehrswende” (transportation transition). Superblocks, as tested in Barcelona, or temporary road closures to car traffic are measures that are also increasingly being discussed and tested in German cities.

Open Spaces and Green Infrastructure as Key Elements

One aspect that is often overlooked in the public debate about the “15-minute city” is the importance of open spaces and green infrastructure. Recreation and experiencing nature are among the basic functions that the concept aims to ensure for all residents within walking distance. City parks, public squares, playgrounds, community gardens, sports facilities, and natural green spaces are not luxuries, but fundamental components of a functioning neighborhood structure. For landscape architecture and open-space planning, the concept signifies an elevation of their role: green spaces are no longer viewed as leftover areas between buildings, but as structuring elements of the neighborhood.

Green infrastructure, as envisioned by the “15-minute city,” fulfills multiple functions simultaneously. It provides recreational space, promotes biodiversity, regulates the urban climate through evaporative cooling and shading, retains rainwater, and improves the quality of life in public spaces. This multifunctionality is becoming increasingly important, particularly in light of climate change, which is leading to more frequent heat waves, heavy rainfall events, and periods of drought in German cities. The concept of blue-green infrastructure—that is, the integration of green spaces with water retention and stormwater management—is a key tool for climate-resilient urban development and, at the same time, a building block of the “15-minute city.”

The equitable distribution of green spaces presents a challenge in its own right. In many German cities, green open spaces are unevenly distributed: wealthier neighborhoods have more and higher-quality green spaces than low-income neighborhoods. The vision of the “15-minute city” therefore includes a socio-spatial dimension: green space provision should not only be sufficient overall but also accessible to all population groups within walking distance. Guidelines such as the GALK standard for green spaces near residential areas or the World Health Organization’s recommendations on green space provision in cities offer guidance here, but are not legally binding.

The 15-Minute City in Germany: City Types, Challenges, and Transferability

There is no one-size-fits-all answer to the question of how the “15-Minute City” concept can be applied to Germany. Germany is a country with a wide variety of city types: major cities such as Berlin, Hamburg, Munich, Cologne, and Frankfurt already feature structures in their Gründerzeit-era core neighborhoods that closely resemble this model. These neighborhoods feature dense development, a diverse mix of land uses on a small scale, a dense network of local amenities, and a well-developed public transit system. The challenge here lies less in building new structures than in preserving and improving existing qualities and in redesigning the street environment.

Medium-sized and small towns face different problems. Here, structural changes in the retail sector, the withdrawal of banks, post offices, and other local service providers from the city center, and the relocation of jobs to industrial parks on the outskirts have eroded the conditions necessary for a 15-minute service network in many city centers. Vacancies in downtown locations, a lack of educational institutions in neighborhoods, and insufficient recreational infrastructure are structural deficits that cannot be remedied in the short term through planning alone. This requires investment, support programs, and an active business attraction policy.

Postwar suburban developments and single-family home neighborhoods pose the greatest challenge. These areas were explicitly planned for car use; their density is too low to support viable local services, and their monofunctional structure can only be changed through far-reaching restructuring. Redensification—that is, supplementing existing development with additional residential units and land uses—is one possible approach, but it requires political will, planning tools, and the willingness of property owners. The concept of the “15-minute city” can serve as a vision here, setting the direction even if the path ahead is long.

Criticism, Limitations, and Unanswered Questions

The concept of the “15-minute city” has not been without criticism, and some of this criticism is technically valid. A key objection concerns the issue of accessibility: not all functions can be meaningfully decentralized. Specialized hospitals, universities, supraregional cultural institutions, or certain jobs will always require a certain willingness to commute. The concept does not claim that all journeys should be short, but rather that everyday amenities should be available nearby. This distinction is important, but it is often blurred in popular depictions.

Another objection concerns the risk of social exclusion. When attractive, well-served “15-minute neighborhoods” emerge, land prices and rents rise there, displacing low-income groups. Gentrification is a real risk that the concept itself does not resolve. Urban planning that takes the vision of the 15-minute city seriously must therefore incorporate measures for social housing provision, rent controls, municipal land policies, and community-based ownership models. The concept is not a surefire path to social justice.

Finally, there are methodological questions: What exactly does “fifteen minutes” mean? For whom? On foot or by bicycle? For a healthy adult, or for older adults, children, and people with disabilities? A neighborhood’s accessibility is not a uniform measure but varies greatly depending on the mobility, age, and physical condition of its residents. An inclusive interpretation of the concept must take these distinctions into account and view accessibility as a fundamental requirement, not an additional one.

Significance for Landscape Architecture and Open Space Planning

For landscape architecture and open-space planning in Germany, the concept of the “15-minute city” provides a conceptual foundation that reinforces the importance of public space and green infrastructure in urban development. If recreation, experiencing nature, and social interaction are recognized as fundamental functions of daily life that must be available within walking distance, then parks, squares, play areas, and green corridors are not optional additions but structural necessities. This shifts the basis for arguments regarding open space planning in political and planning processes.

In practical terms, this means that open space planning must be integrated more closely than before into neighborhood concepts that consider mixed-use development, mobility, and green space provision as a unified whole. Green corridors that connect neighborhoods while also fulfilling climate functions are key elements of a 15-minute city structure. The quality of the pedestrian network, the livability of street spaces, and the distribution of green spaces are planning tasks that landscape architects must address in close collaboration with urban planners, transportation planners, and social scientists.

The concept of the 15-minute city in Germany is ultimately a call for integrated urban development that transcends sectoral boundaries. It calls for mobility, land use, social aspects, and open space not to be planned separately, but to be understood as a cohesive system. For a planning culture in Germany that is traditionally highly compartmentalized into specialized fields and areas of responsibility, this represents a structural challenge that goes beyond individual projects and requires a shift in planning culture.

The Vision and Its Future in German Urban Development

The 15-Minute City is not a one-size-fits-all solution that can be applied equally to every German city. It is a guiding principle that sets priorities and points the way forward: away from the car-oriented, functionally segregated city, toward a city of short distances, mixed-use development, and walkable accessibility. This shift in direction is already evident in German urban development—in the amendment to the Federal Building Code (BauNVO), in municipal climate protection strategies, in funding programs for downtown development, and in a growing number of neighborhood projects that explicitly prioritize short distances and mixed-use development.

Implementation requires patience and perseverance. Urban structures are inert systems that cannot be changed by a master plan alone. Every vacant lot filled with mixed-use development, every street made more attractive for pedestrians and cyclists, and every green space created in an underserved neighborhood is a small step toward this vision. This incremental approach is not a weakness of the concept, but rather a realistic assessment of the conditions under which urban development takes place.

What the concept of the 15-minute city ultimately achieves for Germany is a reevaluation of proximity as a quality feature. In a planning culture that has long equated mobility with freedom and measured accessibility by speed, this vision sets a different standard: not how far one can travel, but how much one can reach on foot. This is a shift that extends far beyond urban planning and raises fundamental questions about how we want to understand and organize urban life.

Steel products from Solingen, especially knives, are known all over the world. Even in the South American jungle, Bud Spencer warned his partner Terence Hill of a “postcard from Solingen” in his back – i.e. the switchblade in the hand of the sneaking attacker – in the 1973 cinema classic “Two Heavenly Dogs on the Road to Hell”. To mark the tenth anniversary of the Solingen Fair (June 8 & 9, 2018), a local natural stone company has now created an oversized stone knife.

The Solingen trade fair focuses on the products of local industry, in the classic city of blades, of course, especially the well-known steel products. Directly opposite the venue of this largest trade fair in the Bergisches Land region – the local ice rink – is the premises of Marmor Pauly, which has been working in natural stone since 1871. “A knife doesn’t always have to be made of steel,” thought owner Armin B. Pauly, architect and graduate civil engineer.

And it doesn’t have to be handy either: together with the self-employed stone sculptor Hartmut Hegener, he created a butter knife sculpture on a scale of 10:1 to place in front of the entrance to the trade fair and point out that, in addition to the proud steel tradition, there are also many years of stone masonry activity. The knife measures 2.30 meters with a handle made of polished Anröchter Grünstein, a calcareous sandstone from the Soest region. The finely ground blade made of “Belgian granite”, the Belgian equivalent of Aachen bluestone, was made with ground-in fiberglass reinforcement. The contrast between the darker blade and the lighter handle is enhanced by the different cut, which makes the Belgian bluestone appear particularly dark. For installation, the artwork was anchored on a base stone made of black Swedish in the area of the main entrance.

Art exhibition flanked the trade fair

Because Pauly is a cosmopolitan, art-loving person and the “knife made of natural stone” contains a wink at other materials, an art exhibition with a wide variety of materials was held on his factory premises opposite the trade fair from June 8 – 10, 2018 – in addition to works by sculptors and painters, including steel sculptures by Thomas Röthel and Stephan Mensler. This created a bridge between materials and street sides.

After the event ended, however, the city of Solingen showed no interest in keeping the potential postcard motif in front of the ice rink – so the monstrous knife will soon find a new home with a well-known steelware manufacturer.

The Federal Republic of Germany has been commissioning art in architecture for its buildings in Germany and abroad since 1950. Over the decades, around 10,000 works have been created. Natural stone works are also included. Now the Federal Office for Building and Regional Planning (BBR) is making the works of art digitally accessible – via the online platform “Museum of 1000 Places”. In conversation with Dr. Ute Chibidziura, consultant for art in construction at the Federal Office for Building and Regional Planning, about the ambitious project.

Ute Chibidziura: It’s an online presentation for the federal government’s art in construction. In other words, art that is created in connection with construction projects. Since 1950, art in construction has been realized in federal buildings, so that over the years an internationally unique stock of post-war art has been created, which includes the works of many well-known artists in all genres and techniques. We wanted to present this collection of art, which is spread across hundreds of properties in Germany and abroad, in a bundled form.

Many works of art are not accessible to the public …

One peculiarity of art in architecture is that it is tied to the building and is realized in places that are only accessible to a few people for security reasons or, like embassies, are in geographically remote locations. As a result, there are numerous works of art that are little known or have fallen out of sight over the years. With the “Museum of 1000 Places”, we can bring them back into the public eye and make them accessible to the general public.

Why in the form of a virtual collection?

The collection comprises around 10,000 works of art in total. We couldn’t present them in an illustrated book or in an exhibition – that would go beyond any organizational and personnel framework. The “Museum of 1000 Places”, on the other hand, is structured in such a way that works of art can be added bit by bit and the museum grows continuously. In addition, changes can be made to the content at any time. Art in architecture would be difficult to show in a traditional exhibition anyway, because in order to illustrate its location in the spatial context, you would have to build a model of each room or building and prepare picture galleries and texts for it, which would mean an enormous amount of work for just a few examples. Another advantage of a virtual exhibition is that it is not tied to a specific location, but can be viewed from home via the Internet.

How does the digital museum visitor navigate through the site?

There are several ways to access the art: an intuitive one via the images of the artworks on the homepage, a systematic one via the artworks, artists or locations tabs and one via the free text search. Within the artworks, you can sort by technique or context of use.

What information can you find when you call up a work of art?

You will find detailed information about the artwork in its architectural context, about the building and the property, and of course about the artist. It explains the artist’s career, the focus of their work and where else they have realized art on buildings. All information and photos relating to a work of art are stored in the form of a PDF that can be downloaded.

How does the virtual museum build a bridge to the physical world?

The museum indicates whether a work of art is freely accessible or at least open to the public, so that you can also view Kunst am Bau as part of a Sunday stroll. In addition, all works of art will gradually be equipped with a QR code that can be used to link to the “Museum of 1000 Places” to obtain detailed information about the work of art.

Which works of art are made of natural stone?

One important example is the “Rising Phoenix” by Hannes Schulz-Tattenpach on the Old House of Representatives in Bonn. This work of art made of limestone was the first work to be selected and commissioned after the Second World War as part of an open art-in-architecture competition. The phoenix rising from the ashes was intended to refer to the situation of the Federal Republic of Germany at the time, which had to reorganize itself as a democratic state after the war. The motif was still considered so apt in 1974 that it was used as a stamp on a special postcard issued by Deutsche Post to mark the 25th anniversary of the Federal Republic.
