The startup cityscaper GmbH has invented it: an augmented reality (AR) platform that enables an interactive exchange with the public, building owners and other stakeholders. The vision is to revolutionize the construction industry through new media. “Those who can see into the future make better decisions in the present!” is the motto.

Cityscaper aims to facilitate dialog between all stakeholders as early and as easily as possible. The approach is that information can be communicated quickly regardless of specialist knowledge. This in turn enables early communication and participation. To achieve this, the start-up uses AR on-site visualizations as well as 3D models on the web and video fly-throughs. Designs can be viewed three-dimensionally and realistically in their future environment using an app. The spatial relationships can therefore be easily checked on site. This goes from the big picture to the detail. For example, you can evaluate in detail what effect proposed materials will have or how the local course of the sun will affect the building project. However, this could also be a danger of the application – the focus and potential stiffening on too much realism.

In general, cityscaper can lead to increased public acceptance for the respective project. The application could ensure greater transparency in the planning approval process. Misunderstandings could thus be prevented or resolved more quickly.

Another special feature of cityscaper is that it simplifies the visualization process. 2D architectural plans no longer have to be laboriously converted into 3D models. Instead, cityscaper can now generate visualizations from 3D CAD data in a time-saving manner.

Furthermore, the platform has a modular structure so that it can respond to individual requirements. The “Web Infoboard” information website serves as a central point of contact for all those involved. It presents the background to the construction project. An “interactive survey”, for example, can enable rapid citizen participation. In cityscaper’s “Co-Creator”, depending on the selected interaction framework, different people can develop their ideas and sketch them in 3D. The history, background and challenges can be presented audiovisually on site using AR. Sampling is now also possible directly on site. This can make decision-making easier, for example where to locate which seating. This increases cost certainty. Ultimately, the “documentation platform” then bundles all the results of the planning process in one place, from which a final report can be exported.

The idea of using AR in architecture and urban design arose during participation in the “Smarter City – Hack the #datadome” hackathon organized by Medienhaus Aachen. The co-founder of cityscaper, Sebastian Witt, saw an opportunity here to use interactive live visualizations to make the planning process clearer and more transparent for everyone involved. The second founder, Robin Römer, was active in local politics at the time. He is therefore familiar with the difficulties of involving citizens in urban development.

The aim of the start-up is for cityscaper to establish itself on the market as a well-known platform for building visualizations. With cityscaper, the company is moving further in the direction of digitalization. The more tangible and accessible the program becomes, the more competitive users will be.

Material passports are the key to the circular city. They transform buildings from transient objects into long-term stores of raw materials and turn city districts into urban material banks. Material passports: What is behind the city raw material warehouse?

The idea of seeing buildings as temporary storage facilities for raw materials initially sounds more like science fiction than urban planning. However, in view of finite resources, exploding construction prices and immense amounts of waste, it is a compelling call to action for urban planning. The material passport is the central instrument here: a kind of “digital profile” that records in detail for each building which materials, components and products have been used, in what quality, quantity and form they are available and how they can be recovered. This turns the building into a temporary raw material store – and the city into a treasure trove that lives on in the material cycle rather than in a landfill after its use phase.

The background to this is the concept of the circular economy, which calls for a move away from the linear “take-make-waste” principle. Instead of extracting raw materials, using them and disposing of them after demolition, materials should be kept in the cycle for as long as possible. The material passport forms the indispensable database for this. It documents the origin, composition and potential reusability of all materials used – and makes this information easily accessible for future generations of planners, builders, dismantling companies and recycling firms.

For cities and municipalities, this opens up a fascinating new understanding of value creation: urban districts become urban mines from which high-quality building materials can be recovered in the future. The value of a building is no longer measured solely by its location, use and age, but also by the value and recyclability of the materials used. This radically changes the way we look at existing buildings, refurbishment and deconstruction.

But while the theory sounds impressive, in practice it quickly becomes clear that material passes are not a sure-fire success. They require a high degree of standardization, digital infrastructure, new skills in planning and close cooperation between the construction industry, administration and politics. Legal questions also arise: Who is responsible for keeping the data up to date? How can information be secured for decades? And how can property rights, data protection and transparency be reconciled?

All of this makes it clear that material passports are far more than just a new planning document. They are an expression of a paradigm shift in the way we deal with our built resources. They no longer turn buildings into disposable products, but into plannable raw material depots – and demand a new understanding of responsibility, value creation and sustainability from everyone involved.

From theory to practice: how material passports are changing cities

Anyone who sees the material passport as a mere inventory list is underestimating its disruptive potential. In reality, the material passport is a catalyst for the transformation of the entire urban material cycle. It forces planners, architects and developers to think about the reuse and recyclability of building components right from the design stage. This means that the end of a building’s life becomes a central planning premise – and not a repressed problem for the next generation.

In practice, this means that even when selecting materials, the decisive factor is how easily components can be dismantled, separated and recycled according to type. Modular construction methods, unmixed materials and detachable connections are becoming increasingly important. The material passport documents these properties, creates planning and investment security and enables a precise assessment of the resource value of a building.

This has far-reaching consequences for urban development. If districts are viewed as material depots, the existing building stock becomes a valuable resource. Demolition and refurbishment are no longer seen as burdensome costs, but as potential added value. Municipalities can manage material flows in a targeted manner, increase recycling rates and reduce CO₂ emissions. At the same time, the material passport creates transparency for investors who want to calculate the value of a building over its entire life cycle.

A look at the pioneers shows: In the Netherlands, material passports are already mandatory for public buildings. In Switzerland, pilot projects are underway in which entire residential districts are digitally recorded and accounted for as raw material stocks. And in Germany, too, there are more and more projects in which material passports are linked to BIM (Building Information Modeling). The aim is to plan buildings in such a way that they can serve as a high-quality source of raw materials once they have been used – and dismantling takes place as a planned “urban mining” process.

But as is so often the case, the devil is in the detail. Practice shows that there are still numerous stumbling blocks in implementation: The standardization of data formats is patchy, updating passports is time-consuming, and integration into existing planning, approval and billing systems requires considerable adjustments. There is also a lack of overarching platforms that bundle material passes across the city and make them available to all relevant stakeholders.

Challenges and stumbling blocks: Why the equipment pass is not a sure-fire success

The concept of the material passport may seem impressively clear, but the practical implementation turns out to be a complex balancing act between digitalization, legal security and market logic. From a technical perspective, the material passport is a digital data model that is generally based on BIM standards and has to be fed with a wide range of information: from product data sheets and certificates to dismantling instructions. This data needs to be kept consistent, up-to-date and available in the long term – over the entire life cycle of a building, which can easily span several decades.

This is where the first major challenge comes into play: ensuring data integrity. Who guarantees that the information in the material passport is still correct even after conversions, renovations or repairs? Who updates the entries when products are exchanged or materials replaced? The responsibility for this usually lies with the owners or operators, but without legal obligations and clear responsibilities, there is a risk of data gaps and a lack of transparency – with fatal consequences for subsequent dismantling.

Another problem area is data protection. Material passports may contain sensitive information about the construction and equipment of buildings. Here it is important to reconcile transparency and protection interests, especially when public buildings or residential properties are involved. The development of open, standardized and at the same time secure data formats is therefore one of the major construction sites on the way to the widespread introduction of material passports.

There are also considerable planning challenges. The material passport requires a rethink of the entire construction process: from tendering to material selection and documentation. Planners and architects have to get to grips with new software solutions and data structures, and construction companies have to adapt their processes. Without appropriate training, further education and clear guidelines, there is a risk that the material passport will degenerate into a mere bureaucratic exercise – instead of becoming the driving force behind the circular economy.

Finally, the economic perspective should not be underestimated. The creation and maintenance of material passports initially incurs costs – for planning, documentation and ongoing updating. Only when the benefits of dismantling and recycling become noticeable does the effort pay off. In order for the material passport to become established, incentives, support programs and, in the best case, legal obligations, such as those introduced in the Netherlands, are needed. This is the only way to create the necessary critical mass to make material passports the standard and not the exception.

Best practices and innovative approaches: How to succeed in the transition to the circular city

In view of the many challenges, it is worth taking a look at the pioneers. In Amsterdam, for example, the “Madaster” platform has created a central material database in which buildings are digitally recorded and their material value is accounted for. Here, owners, planners and demolition companies can see at a glance which materials are available and in what quantities and qualities – and use them specifically in new projects. This creates transparency, simplifies reuse and creates incentives for circular construction.

In Switzerland, the “Kalkbreite” housing estate is experimenting with a digital material register that not only documents the building materials used, but also provides information on dismantling and reuse. The project clearly demonstrates how material passports can be integrated into neighborhood development – and the potential for sustainable urban development that arises when cities are thought of as material banks.

Things are also happening in Germany: in Hamburg, new urban buildings are to be equipped with mandatory material passports in future. The city of Munich is testing the use of material passports in the refurbishment of school buildings in order to secure the value of the materials used in the long term. And the “Urban Mining Index” project in Berlin is developing assessment methods that can be used to quantify the resource value of existing buildings – an important step towards integrating material passports into the municipal balance sheet.

It is worth noting that successful projects always rely on cooperation: between the city administration, the construction industry, IT service providers, planners and the scientific community. Sustainable structures can only be created if all players pull together – and only then will the material passport become a real lever for sustainable urban development. Open data platforms that simplify and standardize the exchange of material passports instead of creating new data silos are particularly in demand.

Another success factor is user involvement: the easier the access to material passports, the greater the acceptance. Mobile apps, QR codes on buildings or open interfaces to BIM models can build bridges here. It is important that material passports do not come across as a bureaucratic monstrosity, but as a practical tool for planners, building owners and demolition companies. Then the passport becomes a door opener for the circular city – and not a stumbling block.

Material passports in urban planning: opportunities, risks and the way forward

The introduction of material passports opens up a multitude of opportunities – for planners, municipalities and investors alike. Cities can better manage their resource flows, reduce waste volumes and cut CO₂ emissions. Planners gain new tools to evaluate and optimize the sustainability of buildings. Investors gain transparency about the long-term value of their properties – and can make targeted investments in circular projects.

But as promising as the concept is, there are also risks. Without standardization, there is a risk of uncontrolled growth: everyone develops their own formats, interfaces and valuation procedures – with the result that material passports are not comparable. Commercialization and data monopolies are just as much a danger as algorithmic distortions in the evaluation of material values. And last but not least, there is a risk that the material passport will be misused as a fig leaf for greenwashing without achieving any real circular effects.

This is why strong governance is needed: a clear legal framework, open data standards and a coordinating role for local authorities. The material passport must not remain an exclusive expert tool, but must be seen as a public good. This is the only way to fully exploit the potential for a sustainable, resilient and climate-neutral city – and the only way to create real added value for society and the environment.

There is still a long way to go before material passports are used across the board. But we are heading in the right direction: More and more cities are recognizing that material passports are a key tool for the resource transition in urban areas. They enable planners to look beyond the scope of individual projects – and to design the city as a dynamic raw material store that is constantly reinventing itself.

In practice, this means that material passports must be integrated into the planning process at an early stage, continuously updated and linked to other digital tools – from BIM to GIS. Local authorities should promote pilot projects, set standards and support the transfer of knowledge. And all stakeholders are called upon to see the material passport not only as a technical project, but above all as a cultural one. Because only if thinking changes can the city of the future become circular.

A little courage, a bit of experimentation and a good dose of willingness to cooperate – that’s all it really takes to turn buildings into genuine raw material stores. And let’s be honest: who wants to live in a disposable city when you can live in a treasure trove?

Conclusion: Material passes – the key to the circular city

Material passports are far more than just a digital appendix to a building application. They are the compass for a new way of urban management that conserves resources, makes climate targets achievable and redefines the value of buildings. With them, the city becomes a treasure chest in which every building component is given a second, third or even fourth life – and in which the circular economy is finally no longer an empty phrase, but a living reality. There is still a long way to go, the challenges are considerable, but the goal is worthwhile: the transformation of the city into a circular metropolis that does not live at the expense of the future, but looks after its raw materials like a valuable treasure. Those who plan with material passes today are not only building more sustainably – they are building smarter, more economically and more sustainably. And this is where the true innovation of urban planning in the 21st century lies.
