Philipp Franz von Siebold is considered one of the key figures in shaping Europe’s perception of Japan in the 19th century. As a physician, naturalist, and cultural ambassador, he opened up a world that had remained virtually closed to the West for centuries. Philipp Franz von Siebold’s lasting influence extends far beyond the natural sciences and continues to shape art and cultural history to this day.

While most European nations were competing for colonial spheres of influence in the early 19th century, Japan remained largely isolated under the rule of the Tokugawa shogunate. The so-calledsakoku edict restricted foreign contact to a minimum. The only European trading nation was the Netherlands, whose merchants resided on the artificial island of Dejima near Nagasaki. It was against this extraordinary backdrop of political and cultural tension that Philipp Franz von Siebold entered the stage of history. Born in Würzburg in 1796, he came from a family of scholars with a tradition of medical practice. In 1823, he entered the service of the Dutch East India Company and traveled to Japan as a physician. What might initially have seemed like a stop on a colonial career path quickly developed into a comprehensive research and outreach project. Siebold combined scientific curiosity with ethnographic interest and a keen sense of cultural difference.

Scientific Curiosity and Cultural Appropriation

In Nagasaki, Siebold founded a private school, the so-called Narutaki-Juku, where he taught Japanese students Western medicine. At the same time, he immersed himself with remarkable intensity in the country’s language, customs, and systems of knowledge. Philipp Franz von Siebold collected plants, animals, works of art, maps, and everyday objects—not merely as curiosities, but as building blocks for a systematic documentation of Japan. His work in natural history culminated in monumental publications such as *Flora Japonica* and *Fauna Japonica*, which offered Europe’s first scientifically grounded depiction of Japanese nature. The precise illustrations, many of which were created by Japanese artists, combined Western taxonomy with East Asian pictorial traditions. This synthesis already reveals the aesthetic mediating power that would later become a defining feature of Japonism.
Yet Philipp Franz von Siebold’s work was not without conflict. In 1828, he was suspected of espionage because he possessed detailed maps of Japan. The so-called Siebold Incident led to his expulsion. It was not until decades later that he was allowed to return. This episode illustrates how closely scientific curiosity, political control, and colonial power interests were intertwined.

The Invention of a European Image of Japan

After his return to Europe, Siebold began systematically cataloging his collections. In Leiden and later in Würzburg, he produced extensive publications, including the multi-volume work *Nippon*. It offered not only descriptions of natural history but also detailed accounts of society, religion, art, and everyday life. For a European audience that had previously known Japan mainly through travelogues and legends, a new visual and intellectual dimension opened up. Philipp Franz von Siebold played a key role in establishing a nuanced—albeit not entirely free from projections—image of Japan. His collections influenced museums, botanical gardens, and scientific institutions throughout Europe.
This knowledge took on new relevance, particularly in the second half of the 19th century, as Japan opened up in the wake of the Meiji Restoration. Artists such as Claude Monet, Vincent van Gogh, and James McNeill Whistler were inspired by Japanese woodblock prints and compositional principles. Although they often drew their inspiration from the art trade, the foundations for understanding Japanese aesthetics had been laid by earlier intermediaries such as Siebold. Japonism, which had a decisive influence on European modernism, would be almost inconceivable without these early contributions.
It also left its mark on the fields of garden design and botany. Numerous plant species, including the hydrangeaHydrangea sieboldii, named after him, made their way to Europe through his initiative. Botanical gardens in Leiden, Berlin, and Paris incorporated Japanese plants into their collections, thereby creating new spaces for aesthetic experience. Nature became a medium of cultural translation.

Collections, Museums, and Colonial Contexts

Siebold’s material legacy continues to form a significant part of European collections on Japan to this day. The SieboldHuis in Leiden preserves a portion of these objects and presents them in a museum context that combines historical fascination with critical reflection. Here it becomes clear that collecting in the 19th century was always also an act of cultural appropriation.
Philipp Franz von Siebold navigated a tension between a scientific pursuit of knowledge and the power structures of his time. His work was embedded in colonial trade networks and asymmetrical knowledge relationships. Nevertheless, he was distinguished by an unusual appreciation for Japanese culture, which manifested itself in his meticulous documentation of rituals, clothing styles, and artistic techniques. Contemporary research therefore not only recognizes his contribution to the natural sciences but also critically analyzes his role as an actor in the global exchange of knowledge. Postcolonial perspectives examine the conditions under which knowledge circulated and the voices that went unheard in European publications. It is precisely this ambivalence that accounts for the enduring relevance of his work.

Between Science and Cultural Diplomacy

With the forced opening of Japan by the American expedition under Matthew Perry in 1853, the political landscape underwent a fundamental shift. Siebold, by then an experienced expert on the country, was consulted once again and assumed diplomatic functions. His expertise was in demand when it came to reorganizing trade relations and scientific collaborations. During this phase, Philipp Franz von Siebold emerged as a figure at the intersection of science, politics, and culture. He embodied a type of scholar who not only collected and published but also actively participated in international exchange processes. His biography reflects the dynamics of a century shaped by globalization, technological innovation, and growing intercultural interest.
The long-term significance of Philipp Franz von Siebold therefore lies less in individual discoveries than in the structure of his work. He forged networks between Japanese and European scholars, promoted translations, and helped ensure that knowledge did not remain one-sided. His work marks an early moment in the history of global science, in which cultural difference was not merely perceived as an “exotic” deviation from the European sphere of experience, but was taken seriously as an independent resource of knowledge and insight. Today, at a time of renewed debates about cultural appropriation and global interconnections, his life’s work appears in a new light. It calls for a nuanced view of historical mediation efforts: as products of their time and, at the same time, as catalysts for a dialogue that extends into the present.

The “Accademia Vicino” in Accumoli

The focus is also on the “Accademia Vicino”, an initiative of Danube University Krems, which, together with other European research institutions in Accumoli with the “Scuola di Ricostruzione”, is dedicated to topics such as the earthquake-proof reconstruction of historic buildings. This also includes the revitalization of the social, cultural and economic structures in Accumoli.

Since its foundation, the Department of Art, Education and Architecture has been characterized by its focus on current socially relevant issues, combining expertise in ecology, economics and culture to develop sustainable architecture and living spaces “The development of new paradigms in the entire field of building culture is at the heart of our research activities. In doing so, we focus less on predetermined solutions and more on situation-specific goals,” explains Univ.-Prof. Dipl. Arch. ETH Dr. Christian Hanus. Special areas of expertise include daylight planning, the energy efficiency of old buildings, the protection of cultural assets in accordance with the 1954 Hague Convention and the valuation of listed buildings.

Seven cities want 30 km/h zones throughout the city

Since 2021, seven German cities have been campaigning for 30 km/h zones throughout the city. Aachen, Augsburg, Freiburg im Breisgau, Hanover, Leipzig, Münster and Ulm want to reduce the speed limit across a large area as part of a pilot project. Speeds of 50 km/h will then only be permitted on a few main roads. The cities want to use this initiative to bring about a change in the law. The initiative is supported by Agora Verkehrswende and the German Association of Cities.

“After the federal elections, we want to create a regulation in the short term that will enable local authorities to decide flexibly and objectively on a speed level that is appropriate and compatible with the city in the entire inner-city road network.” Back in July 2021, the initiative declared its intention to bring about an amendment to the Road Traffic Act. This would allow cities to set a 30 km/h speed limit on a large scale in the future.

The seven pioneering cities emphasize that this is not an initiative against motorists. Rather, the extended 30 km/h zones are intended to benefit the residents of the respective municipalities. “The efficiency of traffic is not restricted by a 30 km/h speed limit, but the quality of life is noticeably increased,” says a statement from the cities.

The advantages of 30 km/h zones

There have long been 30 km/h zones in German city centers and near schools and kindergartens. These are intended to make the roads safer for pedestrians and cyclists. According to the World Health Organization (WHO), 1.3 million people worldwide die in road traffic accidents every year. This number can be significantly reduced by slowing down. And drivers are also safer when driving at 30 km/h.

The zones with lower speeds also have the advantage of reducing traffic noise and air pollution. In cities such as Frankfurt am Main, driving bans have already been discussed in order to reduce high levels of nitrogen pollution. Emissions can already be significantly reduced at 30 km/h.

A few steps have already been taken abroad: since the end of September 2021, a 30 km/h speed limit has been in force on the majority of Parisian roads. 59% of Parisians support this speed limit. In Spain, around 80 percent of all urban areas are 30 km/h zones. Here, the maximum speed depends on the number of lanes. On single-lane roads without markings in the middle, only 20 km/h is permitted.

The idea behind 30 km/h zones

30 km/h zones are supported by many organizations, but also by residents and environmentalists. In Germany, it is currently still necessary to justify a deviation from the usual 50 km/h in the city. It is therefore usually only possible to reduce the speed in residential areas and for child and noise protection. Many 30 km/h zones are short or only apply at certain times.

According to Deutsche Umwelthilfe, this is not sufficient to achieve the positive effects of these zones on traffic flow, mobility behavior, environmental impact and accident figures. The organization is therefore calling for a 30 km/h speed limit in built-up areas throughout Germany.

Umwelthilfe points to the positive figures from other European cities, where up to 70 percent fewer accidents per year have been recorded since the introduction of 30 km/h zones. The World Health Organization also advocates a 30 km/h speed limit in all cities and villages around the world in order to protect human lives.

With the “Always under 30” initiative, Deutsche Umwelthilfe offers materials and support for local authorities that want to introduce 30 km/h zones. 140 municipalities in Germany have already joined forces to form an alliance. Together, they are calling on Federal Transport Minister Wissing to give them more room for maneuver. This would allow local authorities to impose a 30 km/h speed limit on main roads. So far, however, there have been no changes to the road traffic regulations regarding 30 km/h zones.

Background: Under 30 since 1979

30 km/h zones are used in Germany to calm traffic. According to “Vision Zero”, people are significantly less likely to die in a collision at 30 km/h than at 50 km/h. The aim is to reduce the number of traffic fatalities in Germany to zero.

The first traffic-calmed zone in Germany was created in Hamburg’s Lindenallee in 1979. In this 30 km/h zone, sidewalks and roads were also combined, parking zones were set up and greened swerves were built. The nearby city center of Buxtehude became the first major 30 km/h zone in Germany in 1983. Other cities such as Munich and Cologne followed suit.

Today, Freiburg is one of the most active cities in the field of road safety and environmental friendliness. With a pilot project, the city wants to demonstrate how 30 km/h could work throughout the city. In the spirit of the mobility transition, Freiburg is also encouraging other cities to join the initiative of Agora and the German Association of Cities.
