Urban planning in the lab – that sounds like a future in which architects wear white coats and city councillors put on data goggles. But the reality is far more spectacular: simulated urban planning takes planning to a new level and does what generations of urban planners have only dreamed of – testing the future of a city before it happens. Welcome to the age in which the urban future is no longer a matter of chance, but is being reinvented as a data playground and a field of political experimentation.

From the drawing board to reality: how simulations are revolutionizing urban planning

Simulated urban development has long been more than just a tool for ambitious renderings. What once served as a pretty animation in a competition is now a strategic instrument that maps the entire life cycle of urban developments. In Germany, Austria and Switzerland, cities are beginning to unleash the power of simulations – with digital twins, agent-based models and real-time data. This is no longer just about visualizing buildings, but also about forecasting mobility flows, microclimates and social dynamics. The city becomes a data system and the urban planner becomes an urban conductor juggling variables, scenarios and causalities.

The actual paradigm shift: everything can be tested before concrete is poured. New road layouts, altered building densities, additional green spaces – simulations show the effects on air quality, traffic congestion and even social interaction long before the diggers roll in. In Zurich, for example, digital twins are used to simulate traffic flows and emissions in real time in order to optimize neighbourhood developments. In Vienna, microsimulations are used to identify which building variants reduce heat islands and how new parks influence the local energy balance. And in Munich, traffic models are exploring how sharing offers would affect the demand for parking space.

The technology behind this revolution is sophisticated: interfaces to GIS, sensor technology, open data and building information modeling (BIM) are just as important as high-performance data centers. Artificial intelligence evaluates data flows, recognizes patterns and suggests adaptive solutions. This sounds like science fiction, but it is part of everyday urban life – at least where urban planning takes place in a digital laboratory rather than at a desk. The key question: who has the courage to take the plunge?

Of course, there are also risks involved. What if the simulation is incorrectly calibrated? Who is liable if algorithmic predictions are wrong? Today, urban planners not only have to master building law and urban planning, but also have an understanding of data models and simulation technology. The profession is becoming more digital, more analytical and – yes – more transparent. Flying blind in urban planning is a thing of the past; the future is an iterative process between vision and validation.

The global interest in simulated urban planning is enormous. While Asian cities such as Singapore have long been testing entire districts in digital twins, Europe and German-speaking countries in particular are slowly catching up – driven by the climate crisis, the mobility transition and the desire for more resilient, liveable cities. Those who get on board now can not only avoid mistakes, but also create real added value.

Technology, data, governance: the new triad of urban planning

At the heart of simulated urban planning is the fusion of technology, data expertise and governance. Digital twins are the centerpiece, but without the right data, they are just pretty shells. In Germany, Austria and Switzerland, municipalities, research institutions and companies are increasingly investing in open urban platforms, sensor technology and real-time data integration. Modern cities such as Vienna and Zurich rely on interoperable systems that aggregate and analyze everything from traffic flow and energy consumption to microclimate – live and with a high level of granularity.

Artificial intelligence and machine learning are driving development forward. The systems learn from historical data, simulate future developments and suggest adaptive measures. This is fundamentally changing the role of planners: they are becoming moderators of complex data processes and must learn to critically scrutinize algorithmic proposals. After all, the best simulations are only as good as the underlying assumptions – and these are rarely neutral.

Governance remains the Achilles’ heel. Who controls the digital city models? How is data protected and who is allowed to use it? Uncertainty prevails in many German cities. While in Vienna the city senate maintains sovereignty over data and models, in Germany competencies are often fragmented. This slows down innovation and ensures that many projects remain in pilot status. Without clear rules on data protection, data sovereignty and interoperability, simulated urban development remains a playground for nerds – instead of becoming mainstream.

An often underestimated challenge is the integration of different data sources. Sensors, satellite images, mobility data, energy consumption – all of this has to be brought together, harmonized and processed in real time. The technical complexity is high and the need for training is enormous. Specialists with expertise in data analysis, simulation and urban systems theory are in demand like never before. The time when a degree in architecture was enough is over – the new generation needs skills that mediate between the city, technology and society.

But the effort is worth it: municipalities that master this triad gain a powerful tool. Not only can they run through scenarios, they can also rethink participation processes, use resources more efficiently and increase their resilience to crises. Simulated urban planning is therefore not just a technical advance, but a leap into a new culture of planning – and responsibility.

Sustainability first: How simulations control climate and resources

Sustainability is the great promise of simulated urban development – and its greatest challenge. The pressure is mounting: climate crisis, energy shortages, heat stress and resource scarcity require cities to react faster and more precisely to new requirements. Simulations make it possible to test the effectiveness of measures before they are implemented in an expensive and irreversible way. Cities such as Zurich and Vienna use digital models to calculate CO2 balances, water budgets and microclimates in various development scenarios.

In practice, this means that cities can make targeted adjustments, for example by simulating and comparing tree locations, shading or unsealing. Which building structure provides the greatest cooling? Where can maximum effect be achieved with minimum use of resources? These questions can now be answered on the basis of data – provided the data is correct. However, the reality is often sobering: many local authorities struggle with fragmented databases, a lack of standards and a lack of interoperability. Without a solid data basis, simulation remains a nice promise.

Simulated urban development forces planners and decision-makers to no longer think of sustainability as an add-on, but as an integral target. The classic conflict of objectives between economic efficiency, climate protection and social justice is made transparent and can be better balanced. In Vienna, for example, various packages of measures are calculated for urban development projects – from green façades to sustainable mobility. The simulation shows strengths and weaknesses, makes conflicts of objectives visible and enables fact-based decisions.

But there are dangers lurking here too. Algorithms are not neutral, but reflect social values. Who decides which sustainability goals are included in the simulation? And how can we prevent technocratic solutions from ignoring social aspects? The debate is open – and it is urgently needed if simulated urban development is not to become a tool of commercialization or a fig leaf for greenwashing.

At the end of the day, the realization is that sustainability and resilience can be simulated – but only if politics, administration and civil society define the rules of the game together. Simulated urban development is therefore not only a technical task, but above all a social one. Those who take it on can achieve real transformation.

Participation, power and vision: the new questions of urban development

With simulation comes the question of power. Who controls the city models and who decides what is simulated? Without transparency and participation, simulated urban planning threatens to become a black box in which technocratic elites single-handedly determine the future of the city. The danger of algorithmic distortion – whether through poorly calibrated models or one-sided targets – is real. This is a particularly sensitive issue in Germany, where planning traditions are strongly characterized by participation.

But it is precisely the new tools that offer opportunities for more participation. Digital twins and simulations make complex relationships visible and understandable. Citizens can understand scenarios, evaluate alternatives and actively participate in decision-making processes. In Vienna, for example, simulation results are made public in order to promote dialog and co-determination. In Zurich, participation processes are already taking place via digital platforms on which simulations are directly visualized.

Critics warn of a commercialization of city models – when large tech companies provide the platforms, control the data and thus also influence decision-making. The independence of cities is becoming a line of defense. Anyone embarking on simulation must consider governance, data protection and open access from the outset. Only then will simulated urban development become a tool for democratic urban development – and not a plaything of private interests.

The discussion about the right balance has not yet been decided. While some cities are boldly forging ahead, skepticism prevails elsewhere. But the vision remains: Urban development based on data transparency, participation and learning systems can not only become more resilient, but also fairer. However, this requires planners, administrators and citizens to work together on the models – and not see them as the exclusive playground of technical experts.

Ultimately, it is about more than just better forecasts. Simulated urban development is an experimental space for social innovation. It can be used to test how cities react to crises, how new forms of housing function or how mobility changes succeed. Those who use simulation correctly not only shape spaces, but also community and sustainability. The responsibility is enormous – as is the potential.

Conclusion: Simulation is not an end in itself – it is the new realism

Simulated urban development is more than just a digital gimmick. It is the answer to a world in which uncertainty, complexity and conflicting objectives have become the norm. The future of planning lies not in gut instinct, but in the ability to test scenarios, question assumptions and make decisions transparent. Cities that dare to make simulation an integral part of their development gain resilience, sustainability and innovative strength. They make mistakes visible before they become expensive – and open up new avenues for participation and justice. Those who refuse to do so continue to plan in the fog. Those who take the plunge will shape the city of the future – before it is even built.

“Is civil society’s scope for action growing, or is it shrinking?” This was the question at the start of the 2019 Cultural Award ceremony “Civic Engagement for Gardens, Parks and Squares”, hosted by the German Society for Garden Art and Landscape Culture (DGGL e.V.) at the Allianz Environmental Forum in Berlin on April 6, 2019.

“Is civil society’s scope for action growing, or is it shrinking?” This was the question at the start of the 2019 “Civic Engagement for Gardens, Parks and Squares” cultural award ceremony, which was hosted by the German Society for Garden Art and Landscape Culture (DGGL e.V.) at the Allianz Umweltforum in Berlin on April 6, 2019.

60 projects applied, demonstrating that many people in Germany are committed to parks, gardens and squares as cultural living environments and meeting places. The range of projects submitted was surprising and showed once again that civic engagement is deeply rooted in our society today. The three prizes and four recognitions make it clear that, regardless of whether we are talking about traditional or new forms of engagement, the scope of civil society must be constantly re-explored. In order to expand the scope, the actors often need a great deal of patience, special skills to activate and inspire a larger citizenry, and also the goodwill of those with political responsibility.

Two of the award winners, among others, have demonstrated this staying power: The Munich architect couple Petra Lejeune-Grub and Hermann Grub have been campaigning for nine years for a tunnel solution to “reunite” the English Garden. With their commitment, they have convinced Munich’s citizens and politicians alike of the merits of the project.

The prize for “classic civic engagement” was awarded to the voluntary members of the Seifersdorfer Thal e.V. association. They have been maintaining and developing the English landscape garden of the same name near Dresden since 1981. They are not only committed to the preservation of listed gardens, but are also committed to landscape conservation and nature conservation in the Seifersdorf Valley and the adjacent landscape area.

Stadtparkverein Hamburg e.V. received the cultural award for “Nature Conservation and Sustainability” for its “Ecological Park” project . The focus of their work is to harmonize ecological and monument conservation concerns in one of Germany’s largest public parks. The jury considered the effort to balance often conflicting demands and thereby promote a contemporary development of the park to be exemplary for an integrative approach to the competing demands placed on inner-city green spaces, particularly in times of redensification and climate change.

Recognitions

The first award went to “Hannover Voids”, an association that is currently in the process of being founded. The DGGL recognized the innovative approach of the group of students, who “occupy” free spaces in the city centre with installations, performances and many other activities. With their commitment, Hannover Voids want to make unnoticed places visible as spaces of opportunity and work with others to make them more liveable.

Increasing interest in and appreciation of the Herrenhausen Gardens is the aim of the Hannover Garden Guides. To this end, the volunteer “Herrenhausen fans” – all of whom have undergone specialist training beforehand – have been available to the public at weekends in the Great Garden for several years. They answer interested visitors’ questions about the garden monument or give practical tips for their stay. They received recognition for their “special mediation strategy”.

The third award recognized the “differentiated use of plants” by the Kloster Kamp volunteer working group. In the fragrant and blooming herb garden, which has been open since 2012, aromatic and medicinal herbs in particular form the framework of the planting. In 2016, the garden was named one of the “50 Most Beautiful Gardens 2016” in a nationwide competition.

Last but not least, the Förderverein historische Parkanlagen Wuppertal received recognition for the development of its local “comprehensive network structure”. The association has been committed to “Wuppertal’s green spaces” since 2004. Among other things, the members organize lectures and guided tours, maintain a comprehensive website with information on green places in and around Wuppertal and support the restoration of listed garden monuments.

As part of the research project “Center for Renewal of the Common Cultural Heritage” of the Danube University – University for Continuing Education Krems, the cross-border monument protection conference “Living in and with monuments” will take place today and tomorrow, November 18 and 19, 2021

Experts from four countries will provide insights into new trends and findings in refurbishment, restoration and further construction in a historic setting. The program of the online conference “Living in and with monuments” on 18 and 19 November 2021 also includes a guided virtual tour of the exemplarily renovated monuments Kulturhaus Schüttkasten in Retz and Alte Schule Klosterbruck in the area of the large Louka Monastery in Znojmo.

The conference, organized by Danube University – University for Continuing Education Krems and the city of Retz together with Czech partners, is aimed at all interested parties, especially owners and operators of historic buildings as well as administrative experts, museum planners, tourism professionals and experts from the construction and ancillary building trades. The event will take place online and will be simultaneously translated into German and Czech. Participation is free of charge and registration is not required.

About the project “Center for Renewal of Common Cultural Heritage”

The EU Interreg research project “Center for the Renewal of the Common Cultural Heritage” aims to establish a center for the renewal of the common Austrian-Czech cultural heritage close to the border. The focus is on cross-border cooperation for the sustainable renovation of historic buildings and sites, raising public awareness of the issue and promoting the common cultural heritage. The renovation of two architectural monuments – the Old School in the Louka Monastery in Znojmo on the Czech side and the Schüttkasten in Retz on the Austrian side – as part of the project is intended to serve as a model for the successive revitalization of the entire region.
