This is a challenge, as many government agencies still rely on paper files and Excel spreadsheets—digital transformation is a marathon, not a sprint.

Nevertheless, with the right mix of openness, capacity building, and regulatory foresight, urban digital twins and other digital tools can take spatial governance to a new level. They make complexity manageable, enable new forms of participation, and create a common basis for decision-making—if they are used wisely and responsibly.

Challenges and Success Factors: Governance in Germany, Austria, and Switzerland

The DACH region is known for its sophisticated planning tools and high level of administrative competence. Yet, when it comes to spatial governance in particular, surprising gaps become apparent—along with a certain reluctance to innovate. Why is that?

A key problem is the fragmentation of responsibilities. Germany, for example, has a veritable patchwork of planning authorities and levels: the federal government, the states, regions, and municipalities—each operating independently. This makes it difficult to develop overarching strategies for resilient urban regions. Although metropolitan regions and special-purpose associations exist, their ability to exert influence is limited as long as legal authority is lacking or political rivalries dominate.

Austria and Switzerland face similar challenges. In Vienna, for example, spatial governance often succeeds thanks to strong municipal institutions and a long tradition of social partnership. In Zurich, on the other hand, decentralized structures ensure flexibility but sometimes make coordination difficult. One thing holds true everywhere: without binding cooperation mechanisms, a shared data infrastructure, and common goals, governance remains piecemeal.

Dietmar Feichtinger’s latest project is a promenade five meters above sea level below the historic fortress of Bastia.

In the northern Corsican port city of Bastia, the Austrian-French architect Dietmar Feichtinger, together with the French firm Buzzo Spinelli, has now created a gently curving and technically sophisticated promenade right on the waterfront in contrast to the cliffs by the sea and the massive fortress.

The Austrian architect Dietmar Feichtinger, who lives in France, has made a name for himself with bridges, footbridges and crossings. His latest project, which opened at the end of December 2020, was also planned by the Styrian-born architect with his usual constructive simplicity and precision: a promenade five meters above sea level below the historic fortress of Bastia. The coastal path is called “Aldilonda”, which means “above the sea” in Corsican. “Floating between sea and sky” is how the architectural firm Dietmar Feichtinger Architetctes (DFA) itself describes the project.

The concrete promenade, which is around three meters wide, meanders in front of the rocks. The rusty red of the railing made of vertical posts in solid Corten steel harmonizes with the colour of the ferrous rock. It ensures safety and at the same time offers maximum transparency. The exposed nature of the entire path turns the walk into an experience, according to the office’s description: “The sea can be experienced through the area covered with a grating. The balcony is exposed to the surf; when the waves are high, the water penetrates the stainless steel grating on the rock and thus reduces the massive force of the water.”

The rock forms the massive natural foundation of the mighty enclosing wall of the Bastia fortress, which gave the city its name. Previously, the rocky coast below the fortress wall was only partially accessible. Now you can walk or jog between the surf and the rocks. Dietmar Feichtinger and Buzzo Spinelli realized the intervention after winning a competition in 2017, at a cost of 9.7 million euros.

The promenade, which was anchored in the rock with 25-metre-long tension rods, follows the topography in a varied way. Dietmar Feichtinger and Buzzo Spinelli designed the path along various spatial experiences around the fortification walls. At one point, the five-kilometer path breaks through the bastion. Then again, the softly curving path – in contrast to the massive fortress – nestles against the rock, leans against it, widens out, offers places to linger and gives strollers direct access to the water.

The coastal path opens up the area between the citadel and the sea. And provides direct access to the fortress via an internal staircase. “Aldilonda” has also created a pedestrian link along the water between the port and the south of the city. Tourists can thus shorten their waiting time for the ferry.

At the point where the fortress wall protrudes furthest into the sea, the path at the southern tip pierces the rock with a tunnel. Daylight enters through a vertical light shaft. The side walls and ceiling are made of fair-faced concrete with wood grain. A staircase leads from here to the elevated viewing plateau of the fortress.

Dietmar Feichtinger once again realized the technically demanding project together with the Paris-based engineering firm schlaich bergermann partner (sbp France). Hydraulic tests in a basin in La Seyne sur Mer were necessary to determine the force of the wave impact – 14 tons per square metre. Anchoring the structure to the rock could only be achieved with acrobatic efforts by the workers, who hung from the platform of the fortress on a trapeze. The Lyon-based landscape architects IN SITU paysage et urbanisme were also involved as partners.

The multi-award-winning architect, who was born in Bruck/Mur and grew up in Graz, does not describe himself as a bridge specialist, but has built well over ten bridges in Europe. He became famous with the Passarelle Simone de Beauvoir over the Seine and his serpentine footbridge in the bay of Mont-Saint-Michel in the Wadden Sea of Normandy. The access structure has been open to pedestrians and shuttle services since 2014. The mountain and its bay have had UNESCO World Heritage status since 1979. Dietmar Feichtinger is currently working on a research project to reform the structure of the Paris conurbation at the Centre de recherche CEA Paris-Saclay.

The Housing Estates of Berlin Modernism

Straddling the line between reformist architecture and social utopia, the housing estates of Berlin Modernism mark a turning point in the history of housing construction. Hardly any other ensemble of the 20th century combines design innovation, social responsibility, and urban planning foresight with comparable intensity. Since their inscription on the UNESCO World Heritage List in 2008, they have been regarded as an international model for modern, public-interest-oriented construction.

The emergence of the Berlin Modernist housing estates is closely linked to the social and political upheavals of the early 20th century. The rapidly growing metropolis of Berlin suffered from a severe housing shortage, cramped tenement buildings, and precarious sanitary conditions. Reform-minded architects, urban planners, and housing cooperatives responded with visionary concepts that prioritized light, air, and green spaces. Between 1913 and 1934, six housing estates were built that not only set new architectural standards but must also be understood as built social reform.
UNESCO recognized these ensembles under criteria (ii) and (iv). Criterion (ii) emphasizes the significant exchange of human values in the fields of architecture and urban planning, particularly with regard to the international housing reform movement. Criterion (iv) highlights the housing estates as outstanding examples of a building type that illustrates a decisive phase in human history: the transition to functional, socially oriented mass housing. The authenticity and integrity of the sites have been preserved to a high degree to this day.

From the Garden City to the Large-Scale Housing Estate: Reform Ideas in the Urban Landscape

The series begins with the Falkenberg Garden City in Berlin-Treptow, which was established before World War I and is thus the oldest of the six sites. It is also the smallest and is particularly shaped by the holistic thinking of the reform movement. Conceived as a deliberate counterpoint to the hectic and anonymous metropolis, it was intended to foster a culturally open and socially equitable community. Vibrantly colored facades, carefully designed green spaces, and a strong sense of community give this ensemble an almost utopian character. Here it becomes clear that the Berlin Modernist housing estates were, from the very beginning, more than just functional “housing machines”: they saw themselves as spaces for social experimentation.
The Schillerpark housing estate in Berlin’s Wedding district, built between 1924 and 1930, marks the transition into the “Neues Bauen” (New Building) phase.It is considered Berlin’s first housing complex in this architectural style and draws inspiration, among other things, from Dutch models. Characteristic features include the modern monopitch roofs and the departure from the dark backyards of tenement buildings. Instead, the apartments open onto shared, landscaped courtyards. Adjacent to the complex, one of Berlin’s first public parks was created, including a “plansch” (shallow pool) that provided relief from the summer heat. Social aspects, such as barrier-free access and amenities for older residents or flower enthusiasts, were also taken into account. The Berlin Modernist housing estates exemplify how architecture and open-space planning intertwine.

Icons of the “New Building” Movement: Form, Color, and Function

The Hufeisensiedlung in Berlin-Britz, also known as the Großsiedlung Britz, was built between 1925 and 1930 and is the best-known of the six complexes. Its 350-meter-long, horseshoe-shaped structure became a symbol of healthy and socially responsible housing even during its construction. Built in six phases, the complex comprises nearly 2,000 residential units. It marks the transition from the ideals of the Garden City Movement to a rationalized, cost-effective row-house design, without sacrificing individual details. Today, many of the 679 row houses with gardens are privately owned, which has led to exemplary initiatives among the residents. In 2025, the housing estate will celebrate the centennial of the laying of its cornerstone. With its iconic design, it exemplifies the spirit of innovation that characterizes the housing estates of Berlin Modernism.
The Carl Legien residential complex in Prenzlauer Berg, built between 1929 and 1930, has a more urban character. Located in the immediate vicinity of the S-Bahn ring, Bruno Taut responded here to the strained economic situation of the late Weimar Republic. Tenant gardens were omitted in favor of more compact floor plans; the buildings were raised by one or two stories and grouped around elongated, landscaped courtyards. Despite the high density of residents, the complex feels surprisingly open thanks to its varied color scheme, light-colored facades, and spacious courtyards. This clearly demonstrates how flexibly the Berlin Modernist housing estates responded to economic constraints without compromising their design standards.
The “White City” in Reinickendorf, built between 1929 and 1931, most clearly embodies the purist formal principles of Neues Bauen. At first glance, its strictly structured, cubic architecture appears almost entirely white. Only upon closer inspection do subtle color accents come to light. The striking gate structures and the so-called “Brückenhaus” (Bridge House) even showcase the idea of progress from the perspective of the automobile—a clear reference to the mobility visions of the time. Here, too, the Berlin Modernist housing estates manifest themselves as built visions of the future.

A Testing Ground for the Avant-Garde: The Siemensstadt Ring Settlement

The Siemensstadt Ring Settlement in northwest Berlin, built between 1929 and 1934, was designed by Hans Scharoun. Several leading representatives of the “Neues Bauen” movement were involved in its realization, many of them members of the architects’ association “Der Ring,” from which its common nickname is derived. In contrast to developments that are more strongly oriented toward block perimeters, Siemensstadt deviates significantly from traditional development patterns. Row buildings, varied building forms, and generous open spaces create a dynamic fabric that underscores the commitment to functional and social innovation.
It is precisely in this diversity of solutions that the enduring significance of the Berlin Modernist housing estates lies. They document not only different architectural styles but also a shared conviction: the belief that good housing is a social responsibility. Their World Heritage status today requires careful preservation and sensitive further development. At the same time, they serve as a source of inspiration worldwide for debates on affordable housing, sustainable urban planning, and social justice. With their historical depth and contemporary relevance, the Berlin Modernist housing estates remain a key chapter in the architectural and cultural history of the 20th century.
