What was considered to be without alternative for decades is now beginning to falter. With the triumph of artificial intelligence, the days of purely analog decisions are over. More and more local authorities, particularly in innovative regions of Germany, Austria and Switzerland, are testing automated assessment systems for planning applications, changes of use and development projects.

The idea behind this sounds temptingly simple: instead of manually working through lists of checkpoints, an algorithm takes over the assessment. This algorithm can evaluate building regulations, land use plans, environmental laws and urban development guidelines – and assess within seconds whether a project is eligible for approval. This is based on huge amounts of data: Digital development plans, geodata, traffic data, environmental information and standards are fed into a system that works using machine learning and sets of rules. The review is not only faster, but also more consistent – human errors and room for interpretation are minimized.

But what sounds technically impressive is a highly complex balancing act in practice. After all, urban planning is more than just ticking off regulations. It depends on consideration, case-by-case assessment, public interest and democratic participation. This is precisely where AI-based systems reach their limits – and raise questions: How does an algorithm assess “urban planning compatibility”? Can it adequately capture conflicts between neighbors, social impacts or innovative usage ideas? Or does it reduce the planning process to a rigid set of rules that filters out everything outside the norm?

As is so often the case in digitalization, the answer is not black or white. AI can certainly speed up routine checks and help to avoid errors or create transparency. However, it cannot replace the complex, often conflict-laden consideration that is at the heart of urban planning. The challenge is to use algorithms specifically as tools – and not as a substitute for professional judgment.

Especially in Germany, where building regulations are a federal patchwork, experts see automation as an opportunity, but also as a risk. After all, what happens if an algorithm makes a decision based on incomplete or incorrect data? Who is responsible if a permit is wrongly refused or granted? And how can the system remain adaptive and open to new developments and social trends?

One thing is certain: AI-supported assessment is no longer science fiction, but a field that is developing rapidly. Any city or planning office that does not at least experiment today runs the risk of being overtaken by others tomorrow – and depriving itself of the ability to innovate.

Technology, data, legal framework: What AI assessments really achieve today

A look at practice shows: Most AI applications in urban planning currently work as assistance systems – not as sole decision-makers. They check building applications for completeness, compare dimensions, distances and uses with the development plan, and analyze the effects on traffic flows or environmental pollution. Rule-based inspection systems are particularly exciting: they translate the often cryptic language of building regulations into machine-readable logic so that an algorithm can recognize, for example, whether a loft conversion meets the requirements or whether use as day care is permitted.

In Zurich, for example, there is a pilot project in which planning applications are submitted digitally and automatically checked for formal and building law criteria. The AI provides an initial assessment – before a clerk processes the application further. In Vienna, on the other hand, projects are underway in which urban climate data is incorporated into the assessment of building projects: Algorithms simulate the impact of new buildings on local heat islands and recommend adjustments even before the approval phase.

The real quantum leap lies in the interplay between data diversity and speed. While traditional inspections often take weeks or months, AI-supported systems can compare a large number of criteria within hours or even minutes. This not only creates efficiency, but also new possibilities for scenario development: planners can simulate different designs, test their impact on traffic, microclimate or social infrastructure and compare the results in real time.

But the devil is in the detail – and in the data. Algorithms are only as good as the information that feeds them. Incorrect, outdated or incomplete geodata leads to incorrect recommendations. And because urban planning is always based on individual characteristics, no system, no matter how clever, can cover all eventualities. What’s more, the legal situation is complex. Data protection, the transparency requirement and the obligation to examine individual cases set clear limits for automation. In Germany, Austria and Switzerland, AI systems have therefore mostly been used as a “second opinion” – never as the sole decision-making authority.

Another problem is that many local authorities are still working with incompatible software solutions, analog plans and inconsistent data formats. Interoperability and interfaces are the Achilles heel of digitalization. Only when planning authorities, building inspectorates and external specialist departments can seamlessly exchange data will AI be able to unleash its full potential.

The legal framework is lagging behind the technology – but political pressure is growing. The German government and the EU are focusing on digital building application procedures, open data and smart inspection tools. The industry is facing a radical change that requires not only technical but also cultural changes.

Bias and black box: The risks of AI-based urban planning

As tempting as the efficiency gains and apparent neutrality of algorithms may seem, they bring with them new risks and ethical issues. Particularly feared is the so-called bias – the distortion of results due to incorrect, incomplete or biased data. If, for example, historical development plans are favored, AI can systematically disadvantage innovative, sustainable or social projects. Or it unconsciously adopts existing discrimination, for example in the use of land or the valuation of social facilities.

Another problem is the lack of traceability. Many machine learning models function as a black box: they deliver results, but the decision-making processes remain difficult to understand for outsiders and even experts. This is a real problem for democratic urban planning. Citizens, planners and political bodies must be able to understand how decisions are made. Otherwise there is a risk of a loss of transparency, acceptance and ultimately legitimacy.

There is also the danger of dehumanization. Urban planning is always a social process – characterized by consideration, compromise and public debate. If algorithms become the sole authority, there is a risk of technocratic streamlining in which individual concerns, social aspects and innovative ideas fall by the wayside. AI knows no exceptions, no political compromises, no creative solutions. It checks what it is told to do – not what is socially desirable or necessary.

Control over the algorithms is also a sensitive issue. Who determines the evaluation standards? Who maintains the rules, updates the data and monitors the quality of the results? Private software providers, municipal IT departments, independent specialist bodies? The governance question determines whether AI systems become democratic tools or black boxes with power.

Data protection is another critical issue. In Germany in particular, mistrust of data-based systems is deeply rooted. AI-supported urban planning must not only be efficient and transparent, but above all data protection-compliant. Compliance with the GDPR and safeguarding data sovereignty are mandatory, not optional.

All of these risks are not arguments against the use of AI – but rather a plea for a reflected, controlled and participatory use. The algorithm should be an assistant, not a ruler. Urban planning remains a human business – supported by technology, but never replaced.

New roles, new opportunities: what AI means for planners and cities

The introduction of AI-based evaluation systems is not only a technical revolution, but above all a cultural revolution in everyday planning. The role of planners is changing: from administrators of rigid rules to moderators of complex, data-driven processes. The ability to understand algorithms, question them critically and use them creatively is becoming a key skill. Planners will become curators of digital tools – and translators between machine and society.

AI-based evaluation opens up completely new possibilities for cities. The fast, consistent review of applications reduces processing times, relieves the burden on administration and increases service quality. At the same time, scenarios and alternatives can be simulated and evaluated in real time, enabling more forward-looking, resilient urban development. Citizen participation can be strengthened by digital twins and transparent AI systems because complex planning processes become visible and understandable.

However, the introduction of these systems is not a sure-fire success. It requires investment in IT infrastructure, data management and training. It requires clear governance models that define responsibilities, access rights and control mechanisms. And it requires an open dialog between administration, politics, the specialist public and the general public. Only in this way can acceptance of new technologies grow – and their potential be exploited.

The role of open source and open data initiatives is exciting. They can help to make AI-based evaluation systems transparent, comprehensible and adaptable. Cities such as Helsinki, Barcelona and Vienna are leading the way: Their algorithms are publicly documented, their data freely accessible – a model that could also lead the way for Germany, Austria and Switzerland.

In the long term, AI-based assessment will become the new standard in urban planning. Cities that take bold steps today will secure competitive advantages in international comparison – and create the basis for reflective, humane and sustainable urban development.

Planners are no less important in this new world – on the contrary. They are becoming architects of digital processes, pilots through the ocean of data and guarantors of democratic quality in an increasingly complex urban landscape.

Conclusion: AI as a tool – not as a replacement for urban planning

The integration of artificial intelligence into urban planning is a quantum leap for the sector – and yet it remains a tool, not a panacea. Algorithms can speed up routine tasks, avoid errors and open up new perspectives. But they are neither neutral nor infallible. Their value depends on the quality of the data, the transparency of the processes and the responsibility of the people who use and control them.

Urban planning under AI assessment is an invitation to rethink: away from a rigid set of rules and towards dynamic, data-based and participatory processes. It opens up opportunities for greater efficiency, innovation and citizen participation – but also harbours risks of intransparency, bias and dehumanization. The decisive factor is how cities, planners and politicians design, control and explain the new tools.

In the end, the realization remains: the future of the city will not be created by algorithms, but by the interplay of technology, common sense and social debate. AI is the new assistant in the team – but the responsibility for the city of tomorrow remains with the people. Those who strike this balance wisely can harness the potential of AI for better, fairer and more liveable urban development. Those who neglect it risk losing democratic control over urban space. It is up to us how much algorithm we dare to use – and how much city we preserve.

The “Home” project by French architects Harmonic & Masson and Comte Vollenweider Architectes is a first in Paris: it is the first residential building since the 1970s to reach a height of 50 meters.

The “grand ensembles”, the large French housing estates located on the periphery, do not have the best reputation. Time and again there are riots there, which have recently also reached the city centers. The authorities have a correspondingly allergic reaction: any building that is longer than 30 meters and has a repetitive arrangement of windows and balconies immediately brings the unpopular typology to mind. The last buildings date back to the 1970s, such as the “Olympiades” and “Front de Seine” estates in Paris. The city then stipulated that no building in the city center could exceed a height of 37 meters. The architectural idea of large housing estates seemed to have been forgotten.

Since 2011, residential towers up to 50 meters high and office buildings up to 180 meters high have been allowed to be built again. The “Home” project by French architects Harmonic & Masson and Comte Vollenweider Architectes is therefore a novelty: it is the first residential building since the 1970s to reach a height of 50 meters. It is located in the Paris Rive Gauche district, which is otherwise characterized by architectural banalities: if you stroll along the main axis of the district, the Avenue de France, monotonous shopping and office buildings line up one after the other. The new housing construction is a welcome change. Even the otherwise very critical Parisian newspaper “Le Monde” thought so.

The new residential building consists of two towers that are connected by a five-storey base and combine offices, private apartments, social housing and parking spaces. The often criticized monotony of large buildings was deliberately avoided: both the façades and the floor plans are varied and structured differently.

The two towers differ in shape and orientation: the first is stepped and 37 meters high, while the second consists of twisted prisms and rises 50 meters into the air. The resulting plasticity allows for an expressive façade design: instead of monotonous concrete slabs, the architects used silver or gold-colored aluminum panels. In addition to the playfulness of the façade, the geometry naturally allows for optimal lighting and a magnificent view of the city – everything here refers to the architecture of the new millennium. One is reminded of the architecture of the Ørestad district in Copenhagen.

The “old” towers of the city can be seen from the individual terraces of the apartments: the glazed archives of Dominique Perrault’s National Library from the 1990s and the eight blocks of the large “Olympiades” housing estate. New high-rise buildings are being planned by Edouard François and Jean Nouvel. The new housing development in Paris Rive Gauche is its forerunner – a mediator between past and future.

Every year since 2011, Callwey Verlag has honored outstanding single-family homes with the prestigious “House of the Year” architecture award. In 2025, architects are once again invited to submit their projects and thus become part of an impressive tradition that makes architectural innovation and excellence visible.

New builds or conversions of single-family homes completed after January 1, 2022 are eligible to take part. Whether projects made of wood, concrete, brick or energy-efficient solutions: Diversity is welcome. Multi-generation houses or innovative renovations can also be submitted.

Previous winning projects, such as the spectacular Matzwitz House, show how differently and creatively modern single-family home architecture can be interpreted. From rustic elements to innovative materials – the range is impressive. The accompanying yearbook documents this diversity with impressive photos, plans and stories from clients and architects who have realized their visions.

Registration is free of charge, a participation fee is only due upon submission. Projects can be submitted until February 14, 2025. There is also the opportunity to submit innovative products for single-family homes for the “Architects’ Choice 2025” until May 30, 2025.
